Vail Williams was appointed by Surrey County Council as a Framework adviser to secure planning permission for the extensive refurbishment of Weybridge library and addition of a single-storey extension to the rear of the building.

The project formed part of a wider capital development programme by Surrey County Council to improve libraries across the county to “tackle inequality and make sure that no one is left behind.”

How we helped
  • The site was in a sensitive location adjacent to a listed building and partially within a Conservation Area located on the high street in Weybridge.
  • Achieved initial planning consent for retained area of car parking to rear.
  • Following stakeholder feedback, we worked to submit an amendment to the planning application to create an area of public amenity to improve the setting of the building and create a new outdoor space for the library.
  • Also ensured that the project contributed towards Surrey County Council’s net zero strategy, refitting the building to improve operational and energy efficiency, whilst ensuring flexibility of use in the future.

Result
  • Achieved planning permission in September 2024.
  • Worked with the architects Pick Everard, and AtkinsRealis throughout construction to discharge planning conditions.
  • Weybridge Library Hub opened in September 2025 delivering a revitalised library and community hub, housing space for youth services and community groups.
  • The building also houses the recording studios for Brooklands Radio, a local not-for-profit radio station.
