Mark Walkden BSc (Hons) MRICS MAPM

Mark has worked for several well-known consultancy firms and brings a wealth of knowledge to the team. Mark is a Chartered Building Surveyor and an experienced Project Manager with over 25 years experience. He has worked within Residential, Warehouse, Office, Schools, University, Sports, Leisure, Defence, Retail, Research Facilities and Commercial Sectors. He has also worked in the Kingdom of Saudi Arabia and the Caribbean providing pre-acquisition surveys and bank monitoring services on a number of schemes.

Here are a few examples of his experience to date:

Project Management

Recently project managed a number of schemes for Aviva Investors and the University of Kent.

The schemes for Aviva Investors included a complex cut and carve and extension to a Retail Park in Basildon which included multiple tenants each with their own needs and two new pre-let warehouses in Cambridge.

At the University of Kent he project managed multiple schemes, a sports hall and gymnasium facility, a flexible administration and teaching block and the installation of a new district heating main.

Design, Contract Administration and Auditing

Mark has worked for multiple Clients including Segro, Workspace, Grainger, HSBC, Aviva’s in-house property team, British Land and a number of Universities on a variety of design and contract administration schemes which included void refurbishments, maintenance works, Landlord works and office fit outs throughout the UK and the Republic of Ireland.

Notable schemes included the internal fit out of Aviva’s CEO office and boardroom in London and ongoing auditing services on the supply chain providing maintenance and capital works on HSBC’s banking retail portfolio.

Defects Diagnosis

On purchasing Drake Circus Shopping Centre in Plymouth, he worked with British Land to identify, differentiate and report upon base build defects found in the construction of the shopping centre. On completion of the report he approached the Contractor and successfully negotiated and oversaw the rectification of the defects to British Lands satisfaction, ensuring their rights were not diminished and defects made good at no cost to the Client. In a similar vein he has acted recently for Taylor Wimpey to report upon and produce an expert witness report on base build defects encountered within a recently completed development.

Mark also worked with Deloitte (Hong Kong) the receivers for Baha Mar, a 1000 acre leisure resort in Nassau, Bahamas. The scheme was 97% complete and we were appointed to undertake a full survey of the development to understand the extent of outstanding works to fabric, finishes and services with a cost to complete and various recommendations to aid in the disposal of the asset.

Independent Certifier

Mark has been appointed to act as Independent Certifier on a number of joint public – private initiatives on both housing and defence schemes including the Barking Regeneration with the London Borough of Barking and Dagenham and Bouygues UK and also the Chatham Barracks redevelopment with Holdfast Training and RSME. In both cases acting as Independent Certifier Mark was responsible for compliance with the agreed specification, quality monitoring, certification of payment and practical completion as well as defects monitoring during the rectification period. Being a third party administering the emotive subjects it ensured any potential conflict was acted upon independently and quickly in accordance with the Building Contract.

Quadrennial surveys on listed buildings

In accordance with the Protocol for the Care of the Government Historic Estate Mark has been appointed to undertake quadrennial surveys on listed building portfolios and scheduled monuments for the Royal Parks, Ministry of Defence (through Interserve the FM provider) and the Ministry of Justice. Having inspected a diverse range of listed buildings he has encountered many forms of construction and advised suitably on the rectification and protection of the fabric of historic buildings, including suitable costed planned preventative maintenance programmes and specifications of repairs. A recent example of refurbishment work included the external refurbishment and repairs to Bournemouth Universities grade II listed ‘Fire Station’ nightclub.

CDM Regulations and Health & Safety Inspections/Auditing

At his previous practice Mark was appointed as Lead Partner to oversee, liaise with our Client and manage a team of professionals administering the CDM Regulations, H&S advice and auditing for the London 2012 Olympic and Para-Olympic games for LOGOC who were responsible for the overlay works incorporating temporary buildings, facilities and infrastructure. Working with his team they successfully negotiated a suitable approach to the CDM Regulations with the Health & Safety Executive and through careful resource management provided our Client with an experienced well resourced team to suit the peaks and troughs of the games which included the decommissioning of the event on completion.

Under the previous CDM Regulations Mark regularly acted as the CDM Co-ordinator on a variety of schemes from small refurbishment schemes through to multi-million pound developments which included private developments, office refurbishments, regeneration schemes and keynote schemes such as the £500m development of the Francis Crick Institute a heavily serviced bio-medical research centre through experience gained on fitting out laboratories for the defence industry.

With his experience of Project Management, Building Surveying and the new CDM Regulations 2015 Mark is well placed to advise Clients under the new regulations as a Client Advisor or in suitable cases as the Principal Designer where we are appointed to manage a scheme for our Client to ensure they remain fully compliant with current Regulations.

Pre-Acquisition, Vendor Surveys and Fund/Bank Monitoring

Mark has recently acted for a number of Clients including Barclays Bank, Alimna Bank, Samba Capital, Hines Developments, University of Reading, Landid and the Royal Mail providing Pre-Acquisition and Vendor surveys which include commercial offices, distribution and retail warehouses and hospitals, both here in the UK and the Kingdom of Saudi Arabia.

Commissions included the Lead Partner on the initial technical due diligence for Alimna Bank on the Kingdom Towers development in Jeddah, KSA; a 1km tall £900 million mixed use tower underpinning the redevelopment of Jeddah.

He also acted as Lead Partner for the provision of vendor surveys for the sale and leaseback of the University of Readings Student Accommodation to USS and key Royal Mail distribution and mail centres. By accurately reporting our findings and gathering key information we ensured all documentation was in place for a smooth transaction, which included the provision of Energy Performance Certificates where missing.

Condition Surveys and Planned Preventative Maintenance Scheme

Mark has worked with a number of organisations to report on the condition of their portfolio, enabling an accurate allocation of funds for future works. Additionally by careful reporting enabled the provision of trend monitoring, focusing repairs in cost effective packages across the portfolio’s. This service was provided recently to Hertsmere Borough Council, Borehamwood Studios, Sevenoaks District Council, Oxford City Council and The Royal Parks.

Mark is a qualified RFU rugby coach; coaching junior rugby at his local club and playing the odd vets game; he also follows the London Irish rugby team; a frustrating but addictive past time.
