Challenge

Vail Williams was appointed by Surrey County Council as a Framework adviser to secure planning permission for a new children’s home in Elmbridge as part of a £5.5m programme to replace two children’s homes in the county.

The new two-storey home would accommodate a maximum of four residents aged 12-17, along with two staff bedrooms and living facilities, with additional emergency temporary accommodation too.

How we helped
  • The proposed two-storey building was to be located towards the centre of the site, reflecting the established pattern of development.
  • Access was designated, with on-site car parking facilities for staff and visitors.
  • Planners overcame challenges relating to tree clearance required for development ensuring that, where possible, existing trees could be maintained.
  • This ensured the retention of the character of the area, whilst providing mature landscaping as part of the development.

We are pleased to have worked with Vail Williams’ expert planning team to support us with achieving planning permission for new children’s homes in Surrey. Establishing new children’s homes allows us to address a national shortage and ensure looked after children in Surrey can stay close to their schools, friends, and family.”

Councillor Natalie Bramhall, Cabinet Member for Property, Infrastructure, and Waste, Surrey County Council.

Result
  • Overcame various challenges to secure planning permission for the dwelling.
  • The four-bed children’s home was constructed, providing a domestic-scale setting comfortably within the size of the site.
  • The facility also provided emergency and temporary accommodation for residents requiring rapid placement.
  • Enabled Surrey County Council to deliver a brand-new family-sized unit to address a shortage of children’s home beds in the county.
