Challenge

Vail Williams was appointed by Surrey County Council as a Framework adviser to secure planning permission for a new children’s home as part of a £5.5m rebuilding programme implemented by the Council.

The new home was designed to be a family-sized unit which would accommodate a maximum of four residents aged 12-17, along with two staff bedrooms and living facilities.

How we helped
  • The proposed development would deliver a modest two-storey dwelling which would be located on an under-utilised brownfield site boasting existing access and enhanced parking facilities.
  • The design was modest in size, reflecting both the nature of dwellings in the surrounding area, whilst creating a safe and comfortable environment for its residents.
  • Our planning experts provided planning consultancy advice throughout pre-application discussions.
  • Expert insight and negotiations ensured that we overcame challenges relating to the site’s location in a Conservation Area and adjacent to a Grade II listed building.

We are pleased to have worked with Vail Williams’ expert planning team to support us with achieving planning permission for new children’s homes in Surrey. Establishing new children’s homes allows us to address a national shortage and ensure looked after children in Surrey can stay close to their schools, friends, and family.”

Councillor Natalie Bramhall, Cabinet Member for Property, Infrastructure, and Waste, Surrey County Council.

Result
  • The planning application was approved, which saw the delivery of the new children’s home, made up of four en-suite resident bedrooms, two staff bedrooms, kitchen, dining and living rooms.
  • Our planning advisers continued to provide advice to the contractor throughout the construction period, ensuring delivery in line with expectations.
  • Our public sector planning expertise enabled Surrey County Council to address a shortage of children’s home beds in the area, through delivery of this brand-new development.
