Challenge

Vail Williams was appointed by West Midlands Travel Ltd., to deliver strategic planning advice on the operator’s transition to a zero-emission bus fleet. Our client wanted to install EV charging infrastructure at its Wolverhampton and Yardley Wood depots, requiring significant electrical upgrades and operational reconfiguration which was subject to planning permission.

We provided strategic advice to align proposals with regional decarbonisation objectives, demonstrating environmental and public benefit, whilst addressing technical constraints and minimising disruption.

How we helped
  • We became embedded within the wider project team from the outset to shape proposals pre-submission.
  • Our planners identified potential risks early, including infrastructure scale, visual impact and grid constraints, and developed mitigation strategies.
  • We advised on the scope and coordination of the technical documentation required for the planning application, framing these clearly against local and regional planning policy.
  • We articulated the carbon reduction and air quality benefits to strengthen the planning case, maintaining proactive engagement with local planning authorities to secure a positive outcome.

“Vail Williams provided clear, commercially-focused advice that gave us confidence throughout the process. Their early input helped us anticipate constraints and secure consent for both depots, enabling us to accelerate our fleet electrification programme and deliver cleaner public transport across the West Midlands.”

Josh Hobday, Senior Project Manager, West Midlands Travel Ltd.

Result
  • Early input by our advisers de-risked the planning process, ensuring a smooth determination process and positive outcome.
  • We secured planning permission for EV charging infrastructure at both depots, overcoming site-specific constraints including restricted grid capacity.
  • The consents enable essential electrical upgrades and future expansion, accelerating West Midlands Travel’s transition to a fully electric fleet.
  • Our client’s schemes will support regional net zero ambitions by reducing operational emissions whilst improving urban air quality across the West Midlands.
