Andrew joined Vail Williams as a Senior Surveyor in the Development team and is based across our Southampton and London offices.

A dual-chartered professional, Andrew is a Member of both the Royal Town Planning Institute (RTPI) and the Royal Institution of Chartered Surveyors (RICS), bringing expertise in planning, surveying and the wider development lifecycle.

He advises clients on identifying, appraising and progressing development opportunities, providing strategic guidance on planning, viability and delivery to help ensure schemes are commercially robust and deliverable.

Andrew has experience across both the public and private sectors, including working with a FTSE 100 financial services and asset management company. He specialises in complex land and development projects, helping clients unlock value, manage risk and navigate the challenges of bringing forward residential, mixed-use and regeneration schemes.

His expertise includes development appraisal, commercial analysis, transaction management and stakeholder engagement. He works closely with local authorities, developers, investors and professional teams to align planning, viability and delivery objectives, supporting projects from initial concept through to implementation.

Andrew has a particular interest in regeneration and the role development can play in creating long-term social, environmental and economic value through sustainable placemaking and partnership-led delivery.

Experience:

  • Advising on complex land and development transactions, working across public and private sectors to unlock value and manage risk.
  • Leading commercial strategy and negotiations to align viability, planning and delivery objectives on residential and mixed‑use schemes.
  • Extensive experience in public–private partnerships, bringing together local authorities, developers and investors.
  • Providing robust development appraisal and commercial analysis, supporting investment, procurement and disposal decisions.
  • Working closely with clients, consultants and stakeholders to move schemes from early‑stage concept through to delivery.

Outside of work, he spends time volunteering and enjoys staying active through regular sport and time in the outdoors.
